Preheat the oven to 375°F (190°C). Prepare the breading: In a shallow bowl, mix together the flour, salt, pepper, paprika, garlic powder, onion powder, and cayenne pepper. Coat the chicken: Pat the chicken thighs dry with paper towels. Dredge each piece in the seasoned flour mixture, ensuring even coating on all sides. Shake off excess. Arrange in the baking dish: Place the chicken thighs skin-side up in a single layer in a 9×13-inch baking dish. Add the butter and broth: Pour the melted butter over the chicken, then add the chicken broth to the baking dish, avoiding pouring it directly on the chicken. Bake: Place the dish in the oven and bake for 50-60 minutes, or until the chicken is golden brown and reaches an internal temperature of 165°F (74°C). Baste the chicken with the buttery sauce halfway through cooking for extra flavor. Serve: Remove the dish from the oven and let the chicken rest for 5 minutes before serving. Spoon some of the buttery sauce over the chicken for added richness.
